Tata Kelola Perlindungan Data Pribadi dalam Transformasi Pemerintahan Digital: Literature Review

Abstract

Penelitian ini bertujuan memetakan perkembangan kajian, mengidentifikasi dimensi utama, dan menemukan kesenjangan penelitian mengenai tata kelola perlindungan data pribadi dalam transformasi pemerintahan digital. Penelitian menggunakan literature review dengan pendekatan deskriptif-kualitatif terhadap 18 artikel jurnal internasional yang diperoleh melalui Scopus AI. Data dianalisis secara tematik dan sintesis naratif berdasarkan perspektif, fokus, pendekatan penelitian, dimensi tata kelola, dan kesenjangan literatur. Hasil menunjukkan bahwa kajian perlindungan data pribadi berkembang dari fokus keamanan teknis menuju perspektif multidimensional yang mencakup hukum, kelembagaan, teknologi, organisasi, hak warga, dan kepercayaan masyarakat. Tujuh dimensi utama teridentifikasi: regulasi dan legitimasi; kelembagaan dan pengawasan; akuntabilitas dan transparansi; keamanan dan teknologi; tata kelola organisasi; hak dan kontrol warga; serta kepercayaan dan partisipasi masyarakat. Literatur masih terfragmentasi dan belum banyak mengintegrasikan dimensi tersebut dalam satu kerangka tata kelola.
